The removal of the Arkansas fluoride mandate failed in the House Public Health Committee today, April 15, 2025!
This malevolent fluoridation mandate has been in place as Act 197 since 2011. Special interests win again!
SB2, which proposed repealing the statewide fluoridation program and removing the mandate for water systems to maintain a fluoride content, has failed to get out of the House Public Health, Welfare, and Labor Committee, and the legislative session ends today for the 95th General Assembly.
The Sponsor of SB2, Senator Clint Penzo of Springdale, did a wonderful job presenting the bill and fielding questions in the 20-member House Public Health Committee today.
And we thank the sponsors of SB613 for pulling it off the House floor. That was a nightmare bill that Delta Dental wrote!

(The bill failed of needing 11 YES votes in committee to get out of committee and onto the House floor. There were 7 YES votes.)
Note: voting “present” ends up as a “no” vote because they cannot count it as a “yes”.
This signals that the legislator is afraid to take a recorded stand on the issue.
Unfortunately, it will be January 2027 before this fluoridation mandate issue comes up once again, unless a special session is called.
The fluoride mandate is a perfect example of both governmental power and corporate control working hand-in-hand to deal with the general public and dump their toxic poison into us. We cannot afford to forget that the government is a FOR-PROFIT OPERATION. (After all, the government has invested in many top corporations.) It is the government that tells us that we are forced to drink the poison fluoridated tap water.
Where has our Arkansas Governor, Sarah Huckabee Sanders, been on this issue? All we’ve heard from her is… crickets. She knows where HHS stands on this important issue under the current administration, and so does the Arkansas Health Department (ADH).
Governors’ offices may collaborate with coalitions to develop and implement state oral health improvement plans. In Arkansas, the State Oral Health Improvement Plan was created by the Arkansas Oral Health Coalition in partnership with the Arkansas Department of Health’s Office of Oral Health.
Delta Dental is also a provider of dental insurance plans available to Arkansas state employees through the Arkansas State Employee Benefits Advisors (ARSEBA).
So, our state healthcare policy and services are tied up with Delta Dental!
Healthcare is where SO many people get trapped…
But Delta Dental is being exposed! Secure Arkansas knows that more vital information regarding fluoridation will be cascaded from HHS Secretary Kennedy’s Office. The lawmakers who voted against the removal of the fluoride mandate WILL have to face the truth about how hazardous the fluoride product is at some point in the near future.
The Public Health Committees in both the Senate and House have been locked down for years, and to our detriment, they are NOT putting the public’s health first! The Arkansas Public Health Committees refuse to repeal the fluoride mandate! Why? Special interest groups have controlled these committees for many years now.
We believe one special interest group is Delta Dental, and we wonder how many legislators accepted campaign donations from Delta Dental through another front group or lobbyist(s). So, we looked and found that Delta Dental bribed both Democrats and Republicans in Arkansas for the past 18 years with $259,750 in campaign donations to mandate fluoride in Arkansas. It looks like these figures are accurate, so check out Open Secrets Follow the Money for the details.
And we are sure that’s only a drop in the bucket.
Are you aware that Delta Dental is the company that fronted all of the money for the start-up costs of fluoridation?! Delta Dental Foundation pledged up to $6 million to cover capital startup costs for fluoridation equipment under Act 197, which mandated fluoridation for public water systems serving 5,000 or more people. Fluoridation costs the state millions and millions of dollars!
Arkansas ranks at the bottom nationally for children’s oral health. According to the 2024 report from the Centers for Disease Control and Prevention (CDC), Arkansas is ranked 51st out of all states and the District of Columbia.
Ingesting fluoridated water is damaging to the body AND mind and clearly is NOT working for our Arkansas children! And it’s not just about their diet, either.
Through water fluoridation, the hazardous chemical companies literally dispose of their hazardous waste! Water systems have become a toxic waste dump for US to be forced to consume!
Let’s look into the working of this medical mafia (play along and SHUT UP), as we call them.
The Arkansas Oral Health Coalition, a non-profit organization (NGO) is made possible by a grant from the Delta Dental Arkansas Foundation!
Delta Dental Plan of Arkansas, Delta Dental Foundation of Arkansas, and Community Health Centers of Arkansas (another NGO) are also members of this coalition along with many other organizations. A presentation from the National Oral Health Conference identifies Community Health Centers among the coalition’s members, alongside other entities such as the Dental Board, Centers on Aging, and various health departments.
Several of the members of this coalition received large grants from Delta Dental Foundation of Arkansas and also provided testimony in support of the Fluoride Mandate Bill SB359 back in 2011. Keep in mind that much of the data quoted in the Arkansas Oral Health Plan is using junk science with no current science supporting their claim. With whom do they collaborate? The Delta Dental “mafia type” also invests in oral health research and community programs. In 2023, it invested over $106 million in programs, research, and advocacy across all 50 states, Washington, D.C., and Puerto Rico, impacting over 16 million lives. See their impact report. These investments affect many people.
In 2024, Delta Dental Plans Association reported total federal lobbying expenditures of $340,000. This amount included payments to external lobbying firms and compensation for in-house lobbyists.

With Arkansas’ SB347— the dentists, the Arkansas Dental Association, and Delta Dental could come out smelling like a rose. The bill requires the Arkansas Medicaid Program to increase reimbursement rates for certain dental services, leading to millions of taxpayer dollars. Medicaid-participating dentists should certainly be happy.
Delta Dental is known for getting their sticky fingers on Medicaid money.
Let’s see how this works: Delta Dental collaborates with Medicaid programs in various states to administer dental benefits for eligible beneficiaries. Here’s how this partnership operates in different regions. In some states, they serve as the dental benefits administrator, while in others, they may not be involved.
In Arkansas, Delta Dental previously managed Medicaid dental benefits through the Delta Dental Smiles program. However, as of 2024, the Arkansas Department of Human Services transitioned away from managed care dental programs, including Delta Dental Smiles. Now, beneficiaries use their Medicaid ID cards when visiting dentists, and providers bill Medicaid directly under the fee-for-service model.
Oh, what a tangled web these groups have weaved relating to healthcare! One of the most expensive programs that grabs taxpayer money! Is there collusion or corruption in the healthcare or pharmaceutical industries?
Sadly, it looks like both the Arkansas Public Health Committees are allowing Delta Dental and their pals to control the outcome of fluoridation here.

Why did the bill, SB2, have to be extracted from the Senate Health Committee this session? Well, because the other senators knew it couldn’t get out of Senator Missy Irvin’s health committee. Senator Dave Wallace, vice-chair, follows Irvin, and so this health committee continues to stay locked down. The vote in that committee deliberation was 4 to 4, with Irvin, Wallace, Leding, and Love voting against the removal of the fluoride mandate. Again, in the committee’s deliberation, there are always enough “no” votes for failure whenever it comes to the removal of the fluoride mandate.
To summarize the process of SB2, it previously faced challenges in the Senate when it was initially voted down in Irvin’s Senate Public Health Committee in February. However, the bill was later extracted (brought out) from the committee and passed by the full Senate on April 8, 2025.
But the backup plan to keep the fluoride mandate in place comes into play through the House Public Health, Welfare and Labor Committee… knowing that if the bill passed in one committee, the other committee had their back, so to speak, and could prevent its passage.

The actual health and welfare of the Arkansas public remains in jeopardy under the oppression of the fluoride mandate! Remember, heavy metals like arsenic can be found in harmful fluoride products, and at least 23 harmful elements are in the toxic raw fluoride product!
And the level of fluoride ingested CANNOT be regulated.

The question one must ask is: how is it possible for Arkansas Governor Sanders, the Arkansas Health Department, and most of the Arkansas Legislators to ignore the Federal Judge ruling on Case 3:17-cv-02162-EMC that water fluoridation poses an unreasonable risk of reduced IQ in children? Do you think that maybe they have been bought off?
The only safe fluoride level is ZERO.
In the next election, make sure you know who the legislators are that wouldn’t support SB2, the bill that would repeal the statewide fluoridation program and remove the mandate for water systems. We don’t think any of these people should be elected as dog catcher.
