VERY interesting information. It’s long but worth reading.
Van Thomas, Director of the White River Planning and Development District, is connected to several other corporations where he is the Registered Agent. In doing some investigation with the Sec. of State, I found that Van Thomas is also the Director of the White River Regional Service Center and the White River Regional Management Corporation. Van Thomas is also the Director of Thomas & Thomas Construction , LLC. Another thing I discovered is that Fulton County Judge Charles Willet is the Secretary and Treasurer of the White River Regional Management Corporation. Some of the other officers of the White River Regional Management Corporation are Heber Springs Mayor, Jackie McPherson, a Director, and Woodruff County Judge, Charles Dallas, who is the Vice President. The officers of the White River Regional Planning and Development District are Independence County Judge, Robert Griffin, a Director, Cleburne County Judge, Claude Dill, the President, Sharp County Judge, Larry Brown, a Director and Izard County Judge, David Sherrel, a Director.
If you check out http://www.wrpdd.org you will also find that all the county judges and several mayors are part of the governing board of the White River Planning and Development District, Inc.
Most, if not all, of the grants coming through the White River Regional Development District are to implement Sustainable Development. Does anyone think that these guys are doing this for FREE?
Is this how they get Sustainable Development Implemented into our communities?
Even the Fire Protection programs are tied into Sustainable Development. All this is done by partnerships with other agencies. And check out this link about State Foresters – they’ll “manage” us right out of our own property.

Arkansas Association of Resource Conservation and Development Councils, Inc. History and Mission Statement
Almost 40 years ago, Congress established a unique program within the U.S. Department of Agriculture that empowered rural people to help themselves. The USDA focus was to assist local people by providing tools and technical support to stabilize and grow their own communities while protecting and developing natural resources. In return , local “Councils” provide local direction and planning and coordinate implementation of specific projects within their boundaries.
RC&D is a local grass roots organization whose leadership comes from its sponsors, Conservation Districts and Local units of Government. The decision making body, called a Council, determines the social, economic, and environmental problems and issues relevant to the area. The Council then develops and implements a plan with local citizens in leadership. The RC&D concept is that local communities, all levels of government, and grassroots organizations, working together, can develop and implement solutions to widespread and local problems and develop opportunities that will help sustain rural communities, local economies, and natural resources.
RC & D serves as a catalyst for local groups to share knowledge and resources in a collective effort to solve common problems.
The combination of local leadership and coordination of state and federal resources is an efficient and effective way for communities to cooperatively support and achieve local goal. This focus on local direction and control has made RC&D one of the most successful rural development efforts in the country.
There are 7 Resource Conservation and Development areas which cover the entire state of Arkansas.
The Secretary of Agriculture provides a full time RC&D Coordinator to help the councils find various resources needed to plan and implement specific actions desired for the area.
