Secure Arkansas is attempting to show our readers what will be happening worldwide on August 21, 2017 through September 30, 2017 (or longer) with corporations, non-governmental organizations (NGOs), and government agencies concerning the 2017 Solar Eclipse and the comprehensive military exercises that will be conducted AFTER the eclipse, so read further, and form your own conclusions.
On Monday, August 21, 2017, a total eclipse (when the sun, moon, and earth align and the moon blocks the sun on parts of the globe) will be visible within a narrow corridor that passes through 14 states starting in Oregon and continuing on to Idaho, Wyoming, Nebraska, Kansas, Missouri, Illinois, Kentucky, Tennessee, North Carolina, Georgia, and ending in South Carolina. This solar eclipse will pass solely across the United States in North America.

U.S. Military, National Guard Adjunct Generals, FEMA, DOE, DHS, and NOAA, according to “Earth Ex BLUF”, will be involved in using new DHS exercise tools this month.
FEMA’s EarthEx is an emergency preparedness exercise focused on a long-duration power outage scenario. It is led by the Electric Infrastructure Security Council (EIS Council) and is part of the National Exercise Program by the U.S. Department of Energy. FEMA’s EarthEx is in partnership with SPIN Global (an NGO) which is a Washington D.C.-based business. (Secure Arkansas has warned our readers time and time again that these crafty and self-serving NGOs are heavily influencing and guiding national and global policy (on YOUR dime), and this also involves the United Nations and the military industrial complex.)
SPIN Global, a non-governmental organization (NGO), says they provide solutions to private, non-governmental (NGO), and public sector agencies to improve coordination prior to a disaster. SPIN Global participates in the private sector efforts led by the U.N. Office for Disaster Risk Reduction via ARISE (Private Alliance For Disaster Resilient Societies).
*ARISE is a UNISDR-led network of private sector entities whose members voluntarily commit to align with the Sendai Framework for Disaster Risk Reduction 2015 – 2030. (UNISDR, or United Nations International Strategy for Disaster Reduction, was created in December of 1999 and is mandated and defined by the “United Nations General Assembly resolution (56/195) “to serve as the focal point in the United Nations system for the coordination of disaster reduction and to ensure synergies among the disaster reduction activities of the United Nations system and regional organizations and activities in socio‐economic and humanitarian fields. It is an organisational unit of the UN Secretariat and is led by the UN Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG).” (from this website)
The Sendai Framework document was adopted at the Third U.N. World Conference in Sendai, Japan, on March 18, 2015. Their suspect global goal states that “Sustainable development cannot be achieved unless disaster risk is reduced”. (Hmmm…. Could it mean reduced, or actually accelerated, or “never miss a good opportunity for a crisis”?)

Concurrently, on THAT SAME DAY — August 21, 2017 — the Pentagon will be preparing for war games on the Korean Peninsula. The U.S. military will be conducting a “major military exercise” on August 21st, the date of the solar eclipse, and approximately 25,000 U.S. troops will join “tens of thousands” from the South Korean military to conduct this exercise that is already triggering threats from North Korea.
Of course, most of the American public will be distracted at this time due to the solar eclipse…
Also, keep in mind, this solar eclipse will most likely affect the weather. When the sun’s rays are blocked out suddenly, it can result in temperature drops which can trigger low pressure, thunderstorms, wind direction changes, and possible flooding. Also on the Weather.com website, meteorologists are warning that a major hurricane could potentially start approaching the east coast of the United States during the time of the solar eclipse. Coincidental? It has been almost 12 years since a major hurricane made landfall in this country, and so it is very odd that this would be happening all of a sudden, but we are going into the hurricane season…
The National Hurricane Center says that there could be a possible disturbance in the next few days, so while the eclipse is making headlines all across the country, the bad weather will extend well beyond our nation’s borders. The track of the “totality path” of the eclipse closely approaches an area of powerfully low pressure west of Africa.
Deep Atlantic Tropics Are Bubblin: Three Systems to Watch on the eastern side of the Caribbean Sea. Forecasters have given one system an 80 percent likelihood of growing into a tropical cyclone in the next two days and a 90 percent likelihood over the next five days. Presently, it has sustained winds of 35 mph. A U.S. “hurricane hunter” plane was en route Thursday to investigate the disturbance.
On July 25, 2017, reporter Mike Vasilinda stated that military, governmental, emergency, and other agencies are preparing for a major emergency event: …“that could bring society to its knees.” And from his article: “Experts said an extended disruption in the electric grid could be caused by extreme sun activity or by manmade, low-level nuclear devices.”
According to reporter, attorney, and college professor, Michelle Rehwinkel Vasilinda, the Electric Infrastructure Security Council (EIS) defines “Black sky events” as “catastrophic occurrences caused by man or nature that bring society to its knees.”
And according to an article written this month by Vasilinda, a former Florida Congresswoman, in Florida’s Tallahassee Democrat entitled “Black Sky Event Inevitable. We must prepare”:
“Responding to ‘Black Sky’ events is all about industry in the lead and government in support,” former Assistant Defense Secretary Paul Stockton said.
Mrs. Vasilinda discussed meeting with the high ranking “members of the U.S. military, National Guard Adjutant Generals, officials from Homeland Security, Department of Energy, FEMA, NOAA, and experts from the utility, distribution and supply sectors,” at a private summit held in Washington D.C.
Reporters Mike and Michelle Vasilinda are husband and wife.
Why is this husband and wife reporting team loaded with all of this vital information?
For what are our fascist corporate military dictators really preparing and practicing?
Back to the electrical grid, the solar eclipse could block 9,000 megawatts of solar power because MANY solar panels are in its path. That’s enough electricity to power 7,000,000 homes. Below is a snippet from this article:
“The approaching August 21 solar eclipse, which will traverse the continental United States, is expected to cause numerous disruptions, as curious Americans take time off or even travel to witness the celestial anomaly. Businesses across the country are gearing up, but few are taking it as seriously as solar power operators.”
The EIS (Electric Infrastructure Security) Council and FEMA have publicly announced that on August 23, 2017, they will be conducting an unprecedented, multi-sector, national and international exercise series called Earth Ex: a mission designed to “improve community resilience to large scale, long duration power outages through multi-sector …” black sky simulated hazards. (EIS is the council that’s hosting this!)

You might be asking, what is a Black Sky Hazard? Earth Ex defines a “Black Sky Hazard” as a “catastrophic event that severely disrupts the normal functioning of our critical infrastructures in multiple regions for long durations.” Here are some examples of things EarthEx is prepping for from their website:
EMP – High Altitude Electromagnetic Pulse
IEMI – Intentional Electromagnetic Interference
Seismic Event – High Magnitude Earthquake
GMD – Geomagnetic Disturbance (Severe Space Weather)
Again, the “Black Sky” event/so-called practice takes place August 23, 2017 — two days AFTER the solar eclipse. One week later, FEMA will have their National Preparedness Month (in September). Interesting!
Officials have known for years about the eclipse and the potential for it to trigger extreme weather (even after the eclipse is over) such as:
Earthquakes: The path of the eclipse will be crossing the entire country beginning at the Cascadia Fault Line in Oregon (where both Oregon and Washington prepared for a 9.0 earthquake last year), passing over Yellowstone National Park in Idaho and Wyoming.
The solar eclipse’s path of totality (shadow path) will continue east to the New Madrid Fault Line in southern Illinois (known as “Little Egypt”) and pass right over the Georgia Guidestones, continuing on to the eastern edge of South Carolina and then over the Atlantic Ocean.

“With up to 1 million eclipse watchers expected to flood into a state with a population of 4 million, the potential for problems is real.
The biggest concern? Traffic jams for several days not just before but also after the eclipse. Traffic officials are advising folks to get in place early and then give roads time to clear before they head home.”

Some excerpts from the Nebraska State Patrol (NPS) link above:
“The NSP and state agencies have been planning for the eclipse for a year and said they’re ready for multiple scenarios.”
“At the Nebraska Emergency Management Agency’s emergency operations center in Lincoln, around 20 officials from state agencies will be on alert and ready to deploy resources anywhere across the state at a moment’s notice.”

Local Emergency Management Agencies are coordinating for this event and are even continuing exercises or practices throughout the week!
Some schools are closing in several states or letting students go home early due to the path of totality.
Why is it that FEMA and the military are always timing things with heavenly bodies and celestial events?

Recently, the National Governors Association welcomed FEMA Administrator Brock Long (was the Emergency Management for the State Of Alabama), June, 20, 2017.

Notice Gov. Hutchinson’s statement at the end of the letter: ”as hurricane and wildfire season approaches.”
In case you missed it, Arkansas’ Governor Asa Hutchinson is Chair of the Homeland Security and Public Safety Committee, and Oregon’s Governor Kate Brown is Vice Chair.
And here’s an excerpt from the NGA letter linked above: “We are hopeful that Mr. Long will continue to advance progress at FEMA and ensure that it is an organization capable of meeting 21st century threats and hazards.” (Sounds like an nasty U.N. Agenda 21/ Sustainable Development term to Secure Arkansas.) The UN Agenda 21 plans for the 21st century will not benefit us dear reader because it is aimed at lowering our standard of living and quality of life!

Interestingly, somewhere in Jackson County, Missouri will be where the “X” marks the spot where the paths of the 2017 and the 2024 eclipse cross each other.
In summary, again we wonder: will there be an extended disruption in the electric or solar grid that could be caused by extreme sun activity OR by manmade and/or natural devices? Read the information and educate yourselves! MANY questions remain yet to be answered…
