The Debacle of the Arkansas Private Option / Medicaid Expansion

We Need More Transparency in Arkansas Government

In Arkansas, who rules?  The people or ALEC corporations?  ALEC stands for American Legislative Exchange Council, an organization that writes legislation for state and federal legislators.  Funded by corporations, ALEC corporate lobbyists and state legislators hold secret ALEC meetings and vote as equals on ‘model bills’.  Corporations fund almost all of ALEC’s bills.

Arkansas’ Speaker of the House Davy Carter is an ALEC politician.  You might want to ask your legislator if he or she is an ALEC member.  When you click that link, be sure to view the complete list for Arkansas.  It includes present and former ALEC members from Arkansas.  The Arkansas State Chairs for ALEC are Senator Eddie Joe Williams and Representative Andrea Lea.  (People have tried to figure out why they voted for the Private Option in Arkansas and not listen to the voters.  In our opinion, this is why:  because it appears to be ALEC legislation.)

This is why your voice is not heard.  This is why you’ll continually be frustrated.  ALEC politicians don’t appear to be working for you;  they appear to be working for the ALEC Corporations.  ALEC alumni includes Speaker of the House John Boehner, Donald Rumsfeld (1985 Chair of ALEC’s Business Policy Board), and more.  Koch Industries is heavily involved, also.  Other suspected Arkansas ALEC members are John Burris, Mark Biviano, and David Meeks, and we also suspect that more members of the 89th General Assembly are ALEC members.  The ALEC member list is actually a secret list, and you cannot find the names of their members on their website.

Arkansas Speaker of the House Davy Carter is an ALEC member and has been strongarming others in the legislative body about appropriations for the Private Option (HB1150 and SB111).  Example:  State Police were sent to force Representative John Payton to show up in the Arkansas House Chambers!  From the Channel 4 ArkansasMatters article:

House speaker Davy Carter, R-Cabot, summoned members of the Arkansas State Police to find Payton and bring him back to the House chambers.

We the People should be outraged with these bullying tactics going on in our Arkansas State Legislature.  We as voters need to make the calls to demand that this type of behavior be stopped.  Summoning state police and strongarming legislators to make them vote again and again until the Speaker’s desired vote count is met is absolutely assinine!

More threats (from the same news article):

House minority leader representative Greg Leding, D-Fayetteville, says if the health care funding for more than 100,000 Arkansans does not pass next week, some Democrats may stop voting for the private option.

Some of the ALEC members are tied to the Private Option, Common Core, and the Conference of States.  Those promoting the Conference of States are ALEC members:  Senator Jason Rapert, Representative Bob Ballinger, Representative Randy Alexander, Representative Nate Bell, and Senator Jane English.  The first four attended theMount Vernon Conference of States.  (For ALEC?)

And in case you weren’t already aware:  ALEC wrote the legislative handbook for the Constitutional Convention / Article V Amendment Convention / Conference of States for legislators across the United States!

The following is part of the loyalty statement that must be signed by ALEC State Chairs:
“I will act with care and loyalty and put the interests of the organization first.”

(See pages 19, 20, and 21 of this link for the loyalty oath.)

Could it be that the duty of an ALEC member is to put the interests of ALEC first, instead of the interests of voters who put them in office?

Arkansas voters should get rid of all ALEC members and replace them with legislators who put their constituents first.

Are ALEC Legislature members pledging allegiance to ALEC in exchange for big campaign contributions into their war chest?

We have been working to keep you informed recently about legislation in Arkansas regarding the Private Option.  The Private Option is a Republican plan being pushed by the ALEC members of the legislature.  Remember:  a vote for the Private Option is a vote for ObamaCare.

We’ve been doing some checking, and in our estimation, it seems that many of our legislators belong to TWO or more of these organizations for the 21st Century:

Southern Legislative Conference (SLC) – Arkansas Senator Keith Ingram, Chair.
  • Arkansas Senator Bill Sample is Chair of Economic Development, Transportation, and Cultural
  • Affairs Committee (2013- 2014)
  • Arkansas Representative Denny Altes is Chair of Energy and Environment Committee
National Conference of State Legislatures (NCSL) – 1313’s Hidden History  (The “Hidden History” shows the history of modern public administration.  Those that understand Sustainable Development and Metro Planning will appreciate this information.)

State Legislative Leaders Foundation (SLLF) – Ark. State Rep. & current Southern Bancorp CEO Darrin Williams and Senate Majority Leader Eddie Joe Williams are Board Members

Many of you need to research these organizations with which your legislator is affiliated.  Do you ever wonder where they get the money for their campaigns?  It appears that they are financed by big corporations, especially ALEC corporations.
