Secure Arkansas is requesting continued help and support for the ongoing petition drive in Jonesboro, Arkansas to repeal the Jonesboro property code that was passed last year on December 15th, 2015. Mayor Harold Perrin cast the deciding vote to adopt it. Click here to see the 34 page property maintenance code.
Local government out of control? Yes, and there is more at stake than meets the eye here, so every able-bodied registered voter needs to get involved immediately! Getting this referendum petition on the ballot will help allow registered voters in Jonesboro to decide to repeal the Jonesboro Property Maintenance Code because they will get to vote to repeal it on May 3, 2016.
The property maintenance code DOES include individual homes as well as businesses, and it pertains to the interior and exterior. Mayor Harold Perrin has already appointed a code official to enforce and inspect your property.
From Part 2 – ADMINISTRATION AND ENFORCEMENT, SECTION 103 DEPARTMENT OF PROPERTY MAINTENANCE INSPECTION (page 5) of the Jonesboro Property Maintenance Code:
“[A] 103.1 General. The Chief Building Official for the City of Jonesboro shall be the code official.”
and the code official can deputize other code officials:
“[A] 103.3 Deputies. In accordance with the prescribed procedures of this jurisdiction and with the concurrence of the appointing authority, the code official shall have the authority to appoint a deputy(s). Such employees shall have powers as delegated by the code official.”
This is only the beginning of private partners paired with the government and the controlling agenda aimed at the residents and their infrastructure located on the eastern side of our lovely state.
We believe this anonymous letter (mentioned in the Jonesboro Sun article) was sent from the mayor’s office there in the city, and we also believe this was a veiled threat to all business owners. Secure Arkansas believes they meant to send a message of fear and intimidation to all the business owners there. This is the type of tyrannizing thug tactics used in a corrupted local government! It appears to Secure Arkansas that the message the anonymous writer wanted to convey to the public is: “If we see any local merchant involved with the petition drive, the code officer will pay a little visit to your business, just as soon as we can. We are betting we can find some type of violation there, so get out of the way and DO NOT get involved in trying to overturn this property code…and stay out of our business, or you will pay!”

JONESBORO — Members of an organization that mailed letters to businesses urging them not to "become part of the Property Maintenance Code misinformation effort" remain anonymous.
The letter from a group called Citizens for a Better Jonesboro was not signed by any individuals. Business owners received the letter early this week. The letter urges businesses not to allow opponents of the code to solicit petition signatures on their property.
A newly formed group called Repeal Property Code 105-2 announced Jan. 22 that it is attempting to collect at least 2,432 signatures of city residents to force a special election on May 3.
Jonesboro Mayor Harold Perrin seems to have a lot of spare time on his hands, and it appears that he has had to do some moonlighting. Many people are now questioning why the city council and the mayor would vote in such an invasive code. We can only guess the real reason… MONEY! Read below, and we think you will begin to see a lot of conflict of interest!
Mayor Harold Perrin is one of the Directors of Delta Dental Plan of Arkansas Inc. See page 7 of the 990 IRS filing for 2013. Perrin’s compensation as director of Delta Dental Plan of Arkansas for 2013 was $13,000. This is also listed on page 7 of the 990 IRS filing for 2013.
