“WATERSHED STEWARDSHIP”
is about
WATERSHED GOVERNANCE
which is a subtle transition into
REGIONALISM.
REGIONALISM is a cornerstone of U.N. AGENDA 21.
REGIONALISM, when fully entrenched, means the demise of county and state government boundaries by the combining of and decreasing of offices of elected constitutional officers such as constables, conservation district boards, justices of the peace, etc. How far has REGIONALISM already advanced in your county?
It is the intention of REGIONALISM to replace constitutional offices/officers with unelected WATERSHED regional appointees over which the People have no control.
SECURE ARKANSAS strongly opposes the promotion of REGIONALISM via what we believe to be the deceitful agendas of Watershed Stewardship meetings and philosophies.
SECURE ARKANSAS strongly supports the 2007 policy N-11 of the Local, State and National Farm Bureau Federations which states: “Mandated regionalism is a very real threat to the cherished American rights of private property ownership and freedom of action. We support the right of local governments to make local decisions without approval by regional agencies. We support legislation to eliminate mandated regionalism in government. We will oppose the formation of regional units of government that have the power to tax or impose programs unless approved by a referendum of the people affected.”
To effectively oppose REGIONALISM, we urge SECURE ARKANSAS supporters to watch for local Watershed Stewardship meetings — notify us, attend them, state your opposition to their agendas, pass out this information provided by SECURE ARKANSAS and/or other informative publications regarding watershed/regionalism dangers. Also, monitor county quorum courts and city council meetings to see that they do not ignorantly or knowingly pass ordinances or resolutions which support watershed governance/regionalism.
And to be proactive in protecting our counties from federal and bureaucratic regionalism tactics, we must join together to ensure that every one of Arkansas’ 75 counties adopt their own County Land Use/Natural Resource Plan. SECURE ARKANSAS is pleased to be accessing the services of nationally known County Land Use Plan professional advisor, Attorney Karen Budd-Falen, who will soon be providing for the counties of Arkansas information useful in the adoption of their respective County Land Use Plans which is also urged by Farm Bureau Land Use Policy 146 of 2007 for “all county governments to develop a land-use policy favorable to agriculture…”
A “Watershed” Primer
Watershed means: the geographical region that is drained by a
particular waterbody.
In simpler terms, a “watershed” is ALL THE LAND whose rainfall flows downward to be caught in a puddle, pond, lake, stream, or river.
Because water always seeks the lowest point, the “watershed” of your half-acre lot may collect in a low spot in your front lawn, but if your home is build on a slope, the rainfall that runs off your lawn and driveway eventually ends up in an understreet drain that is transported via pipeline to a nearby stream that eventually connects with a larger stream, which connects to a river, which in this part of the country eventually flows into the Mississippi River and on to the Gulf to be evaporated and transported via cloud back to the earth in the form of rain. That is called The Water Cycle. But the most important point to grasp is that every square inch of the earth is part of some small “watershed” , which is part of a larger “watershed”, that is part of a larger “watershed”… (such as the Mississippi River “Basin” [which is another term for a large “watershed”]). Example: White River Basin contains the Buffalo River Watershed and other Arkansas and Missouri River watersheds. The Buffalo River Watershed encircles parts of nine counties and is more easily identified on a map as a big, lopsided, uneven circle around the high points of land that is the dividing line as to which direction rain flows after it hits the ground. Of course, watershed REGIONS do not follow the boundaries of our towns, counties, and states, which are the framework for the election of our constitutional officials, who take oaths to uphold our wonderful federal and state constitutions in the way they make laws by which we should live. Why do you suppose that there is such an outcry by ignorant operatives to change the constitutions that have guarded our freedoms and liberties for more than 200 years?! Could it be that your freedom and liberty is an obstacle to their sinister goals of tyranny to rob us of our immeasurable wealth and turn our America into bondage and slavery? Think about that when you hear ignorant politicians and bureaucrats and corporate think-tanks try to convince you to vote for those who support “constitutional conventions”. If you are deceived, the life you enslave will be your own.
If a group of people who are intent on tearing down the constitutional boundaries of counties and states so that we the people can no longer govern ourselves (via our elected representatives on city councils, county quorum courts, and county conservation districts at the local level), the best way for them to accomplish that goal is to force, coerce, entrap, or trick the people into making or accepting rules for themselves for the “common good” to protect their water resources based on the “REGIONS of the watersheds”. REGIONALISM is the form of government which our enemies want to replace our CONSTITUTIONAL government. They have been subtly and secretly, through bureaucratic administrative rules and regulations, slowly transitioning us into REGIONALISM for many years. Their own code words are: Sustainable Development, Agenda 21, Watershed, common good, future generations, Biospheres, Blueways, Water Management Plans, ERW’s (Extraordinary Resource Waterways), and other “Designations”, Partnerships, Stewardships, etc. etc.
REGIONALISM sets up unelected superintendents, overseers, managers, enforcement officers, rule-makers, etc. over the affairs of the REGIONS. These “authorities” assert themselves OVER the laws of the counties and states, claiming that the REGION’s resources require “cross-management” since it involves parts of multiple counties and states. REGIONAL “authorities” are supplied, supported, and appointed by all sorts of radical environmentalists, corporate moguls, and other non-governmental organizations who are steadily buying out ignorant and unprincipled politicians and deceiving once-constitutionally-friendly American guardians and benefactors, such as electric cooperatives, farm group lobbyist organizations, commissions, boards, departments, and institutions of all sorts. Follow the money. Government grants have become the vehicle of enslavement. They are reaching into the humblest of rural “regions” and enticing the gullible, who know not the principled independence of our founders and forefathers.
The DELTA REGIONAL AUTHORITY appears to be the ultimate overall framework for the replacement of constitutional government for Arkansas and our surrounding southern states. Already, many of our blinded elected officials are giving place and honor to this little-known entity — ignorantly and willingly so, via a multitude of tentacles this little-known or understood octopus employs.
So, when you hear the term “Watershed Stewardship”,
consider that the next step is to impose Watershed Governance,
a.k.a. REGIONALISM.
WATERSHED philosophy is anti-AMERICAN.
Don’t be swallowed by it. Oppose it at every opportunity.
Alert your community and constitutional officials to its dangers.
Network with others in your state.
PLEASE help distribute this information to all the 75 counties!
More information is developing on these topics, and we’ll alert you as we’re made aware of new details.
