The America’s Great Outdoors (AGO) program, along with White House Executive Orders EO 13514 and EO 13423, are the vehicles that are being used by the Department of Interior to establish the National Blueway System. White House EO 13514 and EO 13423 are being used to require all Federal Agencies to implement sustainable development (UN Agenda 21) in all of their policies.
So even without the National Blueway designation, sustainable development is still being implemented by all federal agencies. The U.S. Department of The Interior has signed Order No. 3323 Establishment of the America’s Great Outdoors Program, Order No. 3321 Establishment of a National Blueways System, Order No. 3285 Renewable Energy Development by the Department of the Interior, and Order No.3289 Addressing the Impacts of Climate Change on America’s Water, Land, and Other Natural and Cultural Resources.
“Secretarial Order No. 3289 establishes Landscape Conservation Cooperatives (LCCs), a network of public-private partnerships that provide shared science to ensure the sustainability of America’s land, water, wildlife and cultural resources.” YOU MUST VIEW THIS MAP from the Department of Interior! But the question which inevitably arises from this systematic refusal to release their data is – what is it that these scientists seem so anxious to hide? The second and most shocking revelation of the leaked documents is how they show the scientists trying to manipulate data through their tortuous computer programmes, always to point in only the one desired direction – to lower past temperatures and to “adjust” recent temperatures upwards, in order to convey the impression of an accelerated warming. This comes up so often (not least in the documents relating to computer data in the Harry Read Me file) that it becomes the most disturbing single element of the entire story. This is what Mr McIntyre caught Dr Hansen doing with his GISS temperature record last year (after which Hansen was forced to revise his record), and two further shocking examples have now come to light from Australia and New Zealand.

Back to the topic at hand. The federal government, with the help of the stakeholders, was planning to take over and control the complete White River Watershed National Blueway. (Remember, stakeholders are NOT property owners! They are federal and state agencies, as well as governmental AND non-governmental organizations which support the Blueway.) There was no input from the landowners, city or county officials, or state and federal officials on the Nomination of the White River Watershed National Blueway. A lot of the stakeholders had international interests, and most of the stakeholders were from out of state with no land ownership in Arkansas. Yes, this is a land grab using the Wetlands and Wildlands projects as vehicles for achieving this international goal. In the White River Watershed National Blueway nomination, it is stated that the Batesville dams have a major impact to reduced fish passage. Does this mean that the Batesville dams are to be removed?
There were no scare tactics used as claimed by many of the supporters of the National Blueway System. The only thing used was the facts stated by the regulations in place and statements made by the stakeholders of the White River Watershed National Blueway in their documents. In the National Blueways System Nomination “White River Watershed Arkansas and Missouri” they mention Ramsar Wetlands of International Importance. Ramsar is the Convention on Wetlands of International Importance. This same statement can be found in the United Nations Report on the World Commission on Environment and Development Our Common Future Brundtland Report 1987 around page 106. The “Convention on Wetlands of International Importance is referring to the Ramsar Convention on Wetlands, which is connected to UNESCO which is a U.N. organization. (UNESCO stands for United Nations Educational Scientific and Cultural Organization.) From Article 2 of the Ramsar Convention on Wetlands, it states: “Each Contracting Party shall designate suitable wetlands within its territory for inclusion in a List of Wetlands of International Importance, hereinafter referred to as “the List” which is maintained by the bureau established under Article 8”. The boundaries of each wetland shall be precisely described and also delimited on a map and they may incorporate riparian and coastal zones adjacent to the wetlands, and islands or bodies of marine water deeper than six metres at low tide lying within the wetlands, especially where these have importance as waterfowl habitat. The Ramsar Convention is the only global environmental treaty that deals with a particular ecosystem. The treaty was adopted in the Iranian city of Ramsar in 1971 and the Convention’s member countries cover all geographic regions of the planet. The United States is a member, along with Ducks Unlimited and the Nature Conservancy.
There were 17 counties that passed the White River Watershed National Blueway Resolution successfully, and 6 counties passed a questionably worded resolution. The counties that passed the questionably worded resolution must repeal or amend the resolution for their county to be changed from Red to Green on the Secure Arkansas online county map. Click on the map to see if your county needs to repeal or amend the resolution. It appears that some of the county judges are getting the watered down versions from another source. The same bad resolution has turned up already in most of the counties. The counties that have passed the watered down version of the resolution are deceiving their property owners.
Our elected officials MUST get serious and start protecting all private property rights. The time for compromising with State and Federal Agencies just to get another grant has to come to a halt. Any time you get a grant from a state or federal agency, there are strings attached that will control what you can and can’t do.
