UPDATE: Rapert and Cox – Article V Con-Con Legislation

February 20, 2017 Article V Amendment Convention, Constitutional Convention, Featured

Print This Article

UPDATE 2/20/2017:   SJR 7 and SJR 9 both FAILED today in the Senate!
Thank you to all of the Senators who voted NO or who didn't vote at all.
However, both bills were expunged — which means they can be brought back up again,
so we must remain ever vigilant.
Help us keep an eye on these bills!

CORRECTION:  The PDF links for Jason Rapert's financials that were listed in our previous email weren't linked correctly, so we have corrected those.  See the chart below.

Secure Arkansas would like our readers to know that Senator Rapert tried to emotionally argue these issues on moral grounds when they were actually about applying for a Constitutional Convention all along.

The Arkansas Senate will be voting on SJR 7 and SJR 9 on Monday, February 20, 2017 at

1:30 p.m. on the full Senate floor.

This will be an application to Congress to call a convention…

In a recent article Secure Arkansas wrote: So, what are Senator Rapert’s deceptive excuses for unnecessarily amending the founding document of our country?  “Right To Life and Marriage”  He’s using Ad Misericordiam — the fallacy of appealing to one’s emotions — and an appeal to morality and conscience in order to justify his selfish motives and globalist agenda. (Someone who does that is typically considered a CON MAN!) Christians should be outraged!  No matter what moral excuse Senator Rapert gives, we cannot allow it as a reason for a radical overhaul of our U.S. Constitution, one of the most important documents of all time! Having or applying for an Article V convention is setting us up for a pitfall!  The very idea that our founding document is in need of a “review” and needs “amendments” via an Article V Amendments convention has gripped some so-called Christian conservatives/progressives because of propaganda and lies.

Family Council seems to have an “understanding” with Senator Jason Rapert and his Article V Con-Con Legislation SJR 7 and SJR 9. Secure Arkansas plans to write more about this at a later date.

The following is an email alert from Jerry Cox of Family Council after he said the Arkansas Family Council had no position on an Article V Con Con. Two weeks ago, Cox stated to Secure Arkansas per a phone conversation that he would NOT promote the the Article V convention, a.k.a. Constitutional Convention, for the rest of this legislative session. So, he lied to us!  Again! Recently, Secure Arkansas has received many calls from around the state that reported their consternation on the double-talk that Family Council is spewing out to the public while walking the halls of the Capitol promoting an Article V convention or Con Con! (See the email reply from a concerned Christian to Jerry Cox below! Yes, he LIED to her also!)

Yes, Jerry Cox of Family Council is promoting a Con Con!

Email Alert From Family Council

Ask Your Senator to Support These Pro-Life, Pro-Marriage Amendments

Dear,

I want to tell you about two good proposals by Sen. Jason Rapert (R-Conway):

The first is SJR 7. It calls for a convention of the states to propose a federal constitutional amendment defining marriage as the union of one man and one woman.

The second is SJR 9. It calls for a convention of the states to propose a federal constitutional amendment protecting human life beginning at the moment of conception.

You can read SJR 7 and the amendment it proposes to the U.S. Constitution here.

You can read SJR 9 and the amendment it proposes to the U.S. Constitution here.

Family Council has consistently supported amending the U.S. Constitution to protect innocent human life and preserve the traditional definition of marriage. That's why we support SJR 7 and SJR 9.

SJR 7 and SJR 9 are scheduled to go before the Arkansas Senate for a vote.

Please call and ask your state senator to support SJR 7 and SJR 9.

You can leave a message for your state senator at (501) 682-2902

Please feel free to email us or call our office at (501) 375-7000 if you have any questions.

Thank you for taking the time to call your state senator about these two important resolutions that affirm marriage and the sanctity of human life.

Sincerely,

Jerry Cox

Jerry Cox

Subject: Re: Please Encourage Your State Senator to Support SJR 7 and SJR 9

To: Jerry Cox <info@familycouncil.org>

Jerry, I am absolutely appalled by this email.  Angry doesn't even begin to describe what I'm feeling right now

You barefaced lied to me when I asked you about yourself or Family Council supporting a Con-con. You lied, Jerry. You lied to me when you said that "there are good men on both sides of this issue & Family Council remains committed to the values it has always been committed to & will not get involved in this debate.”  You even asked me to let you know if anyone was using the Family Council name to forward the con-con platform. As if you really wanted to know.

There are other ways of affirming marriage & the sanctity of life than to take a chance with our US Constitution by calling for a constitutional convention. I know you are a man of history & if I hadn't received this email I would never have believed that you would fall for the deception that a constitutional convention can be controlled any more than the one & only one in our nation’s history….which resulted in throwing out the Articles of Confederation.

This is beyond being upset about where you stand on this issue. This is the fact that a man in your leadership of the most conservative, Christian activist organization in Arkansas has chosen to LIE. God's word talks about the lying tongue & you know what it says.  You lied to me, Jerry. And you are using your platform as leader of Family Council to forward a cause that is anti-constitution & anti-USA. You have a misplaced sense of hope when you place it into the hands of a constitutional convention, rather than allowing our duly elected reps & senators (and ultimately our Lord Jesus) protect us

I believe our US Constitution is a god-ordained document. To cause it to become fractured or even thrown out for any cause (including these lofty ones you are using) is to go against what God has ordained. Your fear has allowed you to act in an ungodly way & you have shown to those who once trusted you (me & all the other citizens who trust Family Council) that you are untrustworthy.  You lied to me, Jerry.

To send out this kind of misleading email shows the depth of betrayal and deceit that those who hate this nation will drop to in order to achieve their goals.  You have now aligned yourself with those who are taking actions of treason against this great nation. To align yourself with them, you have told those Christians who once highly respected you, that you act on fear, not principle, cowardliness, rather than from a position of strength. It doesn't show strength to try to undo our Constitution.

I am calling for your resignation from Family Council. No amount of apology can undo the level of betrayal you have exhibited by this email. You lied to me Jerry. And you have misled everyone who have believed you. I even told you that I had come to the Pastors' Day at the Capitol. to speak with you specifically about the con-con issue. And you lied. I cannot trust you, nor anyone who defends you to lead Family Council in any way. Your lie shows the condition of your heart!

As you know (if you’ve read any of our articles about legislation before), many of the bills carried by Arkansas legislators actually come from out-of- state, many by ALEC. Click here to read the American Legislative Exchange Council’s “Proposing Constitutional Amendments by a Convention of the States: Article V – a Handbook for State Lawmakers” from ALEC out-of-state influence (shadow government).  Your lawmaker may be carrying legislation modeled by ALEC, so will you be bold enough to call them and ask where they got it?  Their Article V handbook doesn’t support their arguments but instead is trying to mislead the people.

The Convention of States and ALEC are promoting an Article V Convention, but they have no credible sources to prove their case. The states can just APPLY for a Convention. After that,  Article 1, Section 8 Clause 18 of the U.S. Constitution kicks in, and then Congress calls the shots. The STATES ARE NOT IN CONTROL! You must read the U.S. Constitution and NOT the information coming from your legislative sponsor (Senator Jason Rapert), ALEC, or the Convention of States (COS) . Randy Alexander COS Legislative Liaison)  is spreader of untruths for the Convention of States.

Do you have enough courage to ask questions if you believe our government has become dangerous to us?

Is our government in bad shape? Can it get any worse? Things can always get worse, especially if our U.S. Constitution is rewritten by the global elitists by creating platforms using Article V amendments convention.

Where are We the People losing control?

Both federal and state lawmakers are slowly and incrementally changing, molding, and shaping our government into a globalist society, while the people sit back and let the fox guard the henhouse!

Senator Jason Rapert was a speaker for the American Legislative Exchange Council (ALEC) in 2016 conference in San Diego. ALEC uses the senator to run their out-of-state legislation in Arkansas. ALEC works behind the scenes as the state’s shadow government.

You may recall that it was Senator Rapert who unfortunately convinced Arkansas legislators to mandate water fluoridation in our state, and this involved Delta Dental (and their cash stash).

In November of 2015, Secure Arkansas wrote: You need to realize that Delta Dental has deep pockets with an endless supply of money. Remember:  money talks. Many of of the groups that testified before the committee received large grants, and most of the legislators had money dumped into their campaign funds prior to – and after – the vote. The funds came from DBH Management Consultants, Arkansas Dental PAC (Senator Jason Rapert’s client for which he is a financial advisor), and Delta Dental PAC.

Senator Rapert has had Arkansas Dental PAC as one of his clients. Back in 2011 when the poison fluoridation mandate was unloaded like a ton of bricks on the entire state of Arkansas, Secure Arkansas asked Senator Rapert why did he testify before a House committee that fluoride was safe? His reply, “because my client asked me to!” So, it appears that he chose his client over We the People of Arkansas. Why would he, a “public servant”, do that?  Could he have been bribed?

Does this put any doubts in your head about his credibility or his integrity? It should because Secure Arkansas fully believes that he is one of the most dangerous lawmakers at the Capitol!

The following information is from Senator Jason Rapert’s 10/15/2016 Campaign Contribution and Expenditure Report filed with the Arkansas Secretary of State office (listed above in the chart).

Here are some of his suspicious Campaign Expenditures on his 10/15/16 report:

Senator Jason Rapert is churning out WAY too many bills for them to be regarding topics he’s researched on his own.  He has 24 bills coming up in the Senate on Monday, February 20th!  Most of them are concerning changing Arkansas Code, and anytime this happens, it changes the Arkansas Constitution.  Who do you think was responsible for writing all this legislation? It certainly wasn't Senator Rapert. For what bill mill do you think that Senator Rapert was working? Won’t it be nice to have the author of the legislation? The sponsor means nothing.

ACTION ALERT:  Contact the senators listed below by email and phone, and tell them to VOTE NO on SJR 7 and SJR 9 which will come before the full Senate on Monday, February 20, 2017 at 1:30 p.m.
