When we open our eyes to who the American Legislative Exchange Council (ALEC) is, we will see that most of our legislators have been captured by them!

This is the start of a deep state Navigational Manual to help the reader understand how politics are run at the state level. By the time the average reader is through reading and clicking on all the hot links, he/she should have come to the conclusion that the people are NOT in control. The people have been sold out by Big Business and their corporate ALEC members and the greedy politicians willing to take the free money.

Why are you funding the ALEC politicians’ campaign funds? It is a waste of your hard-earned money. Many of the legislators donate their campaign funds to other legislators’ campaign funds, anyway. Could this be a bribe for the legislator to vote on a key piece of legislation that Big Business wants passed? There are some cases in which some of the campaign funds have been used for membership dues to various organizations.

Regrettably, we have hundreds of Republican state legislators (and federal, too) that are already members of the American Legislative Exchange Council (ALEC), a Koch network-backed, so-called “conservative” nonprofit that has taken over most, if not all, of the states. ALEC is funded by several major corporations like AT&T, Altria, Pfizer, Blue Cross Blue Shield, Caterpillar, the Chambers of Commerce, Delta Dental, Dow Chemical, FedEx, Wal-Mart, and T-Mobile and is best-known for bringing together major companies and Republican state legislators behind closed doors to write their nasty globalist “model policies” for state legislators to carry home and implement in their states as law. ALEC legislators ALWAYS have their assigned bills to carry every session! ALEC is nothing more than a corporate bill writing mill.

The term ALEC and RINO (Republican In Name Only) are interchangeable. Any legislator that puts the special interests agenda ahead of their constituent is a RINO. All ALEC-led republican legislators who supported a federal constitutional convention ARE RINOs! Exposing the RINOs is a good thing, folks!

For over 50 years, ALEC and/or the appalling global elite players have wanted to rewrite/replace our U.S. Constitution! That pesky U.S. Constitution keeps getting in the way of their globalist plans/platform for the New Age agenda to be completed – a New World Order, with a new system of governance finally in place! So, the old Constitution must go, once and for all! Will we lamentably be the last generation to have lived under the protection of U.S. Constitution and the Declaration Of Independence?

Remember, we have a republic, if we can keep it. Sorrowfully, we are losing it, yes… everything we have worked for…if we don’t get busy and take drastic action very quickly!

Now, with the recent passage of SJR3 in Arkansas, they are one step closer to their main objective that the cabal has wanted all along… altering or totally replacing our beloved Constitution.

Remember, convention promoter and former Rep. Randy Alexander (now lobbyist), lobbyist Mark Meckler of Convention of States (front group), and lobbyist Tom Coburn (Manhattan Institute) have strong ties to ALEC, and the Kochs have funneled millions of dollars! Note: One distinctive sign of a front group is they avoid mentioning their top donors/funders!

The cunning American Legislative Exchange Council (ALEC) mainly presents itself as one thing (conservative) while doing another, manipulating the public and lawmakers, forcing and mandating unwelcome laws.

Here’s a past article that Secure Arkansas released back in 2015 revealing how dangerous ALEC is when controlling our lawmakers, especially regarding the outcome of their bills and appropriations. Their political manipulation, deceptive propaganda, and lawbreaking are heavy-handed! The majority of the criminal legislators indicted by the FBI were tied to ALEC! It’s frightening how the Kochs have shaped legislation touching every state in the country. ALEC is consulted almost on a daily basis while the legislative session is convened. Yes, a shadow government is in place, supervising behind the scenes.

ALEC and major corporations will lobby the legislators and the governor’s office on what legislation they DO or DO NOT want to see implemented. To get the politicians’ attention, ALEC, corporate donors, lobbyists, and even committee Chairs deposit large amounts of money into campaign fund accounts… with more to follow… IF the legislators follow the orders of ALEC. In the case of the State Agencies & Governmental Affairs Committee, you bribe the politician with a large donation to their campaign fund. Then, you make sure that the politician knows that more money will come their way, as long as they vote the way ALEC and their large corporate membership desire (and/or possibly mandate). To get this to happen, ALEC has two State Chairs per state to keep the legislators in line and on track with ALEC legislation.

Special note needed for you to have a proper understanding: The ALEC State Chair signs a contract and takes an oath that they will follow the agenda of ALEC pledging, “I will act with care and loyalty and will put the interests of the organization first.” ALSO, “Legislators must inform ALEC of public records/FOIA requests that include ALEC documents.” ALEC even provides them with legal assistance as needed!

So whose interests are they going to put first? Yours? NO… ALEC’s!

Senator Missy Irvin from Mtn. View and Representative Jim Dotson from Bentonville are the current American Legislative Exchange Council (ALEC) selected State Chairs. By going along with ALEC and the major corporations, they are rewarded with thousands of dollars in their campaign funds, plus assigned key positions on the Senate and House committees AND more prestigious positions are possible, as they climb the ladder for their career.

Secure Arkansas will reveal the heavy hitters that throw around a lot of money here in Arkansas. Unfortunately, there’s a lot of money undocumented, but shown below is what we found. A good example is that many of our legislators are invested in health-related businesses that are tied to state funds from Medicare and Medicaid.

Corporations, Lobbyists, Big Business, Pharma, Hospitals & Nursing Homes, etc, are controlling, influencing, and buying-off our state and federal politicians. It’s time to clean house and replace all of the ALEC members and those on the take. Money always comes with strings attached!

Corporate America is in control of most laws and lawmakers in each state! Lawmakers are an easy target because legislators are always looking for a donation to their campaign funds. Corporate America will give the big bucks while the average person usually donates only the smaller amounts of money. Receiving larger amounts of money makes it easier for the legislator because they do NOT have to campaign too hard!

Altria has given $69,705,545 to 6,520 different filers in 50 states, spanning 27 years. That averages about $19,691 to each filer. Altria is a producer of tobacco products and is a ALEC corporate member.

This is one corporation that has control of the majority of the House State Agencies & Governmental Affairs Committee and the Senate State Agencies & Governmental Affairs Committee members. By having control of the committee in BOTH the Senate and the House, they are able to control the outcome of any piece of legislation coming into and going out of that committee. (This is what happened to SJR3 – the call for a Federal Convention.)

DBH Management Consultants has given $640,692 to 332 different filers spanning 20 years. This is one of the groups that ALEC corporate members runs their contributions through, to hide where the campaign contributions are coming from.
Delta Dental of Arkansas has given $194,700 to 131 different filers spanning 14 years. It is Delta Dental, along with the Arkansas Department of Health (ADH), that has forced mandatory fluoridation of the public water supplies in Arkansas. Delta Dental sold the legislators a pack of lies along with paying off some of the key legislators to pass the mandatory fluoridation legislation in 2011. Act 197, mandating water fluoridation, is tragic and harmful to the public! Water fluoridation is poisonous; it’s NOT the answer, and MUST be repealed! If it hurts another human being, and it does, it’s morally WRONG! It’s NOT safe and it’s NOT effective! Delta Dental is an ALEC corporate member.
Eddie Joe Williams has given $51,265 to 42 different filers spanning 12 years. Eddie Joe Williams is a former Senator from Arkansas and an ALEC member and former ALEC Senate state chair.
Exxon Mobil has given $ 20,581,619 to 3,934 different filers spanning 29 years. Exxon Mobil is an ALEC corporate member.
Farmers Insurance Group has given $30,626,327 to 5,884 different filers spanning 26 years. Farmers Insurance Group is an ALEC corporate member.
Georgia-Pacific has given $4,321,797 to 2,197 different filers spanning 28 years. Georgia-Pacific is owned by Koch Industries and is a ALEC corporate member.
Hewlett Packard has given $9,084,756 to 1,903 different filers, in 21 states, spanning 25 years. Hewlett Packard is an ALEC corporate member.
Johnson & Johnson has given $29,988,745 to 4,059 different filers, in 41 states, spanning 28 years. Johnson & Johnson is an ALEC corporate member.
Keystone Automotive Industries has given $335,635 to 360 different filers spanning 17 years. Keystone Automotive Industries is an ALEC corporate member.
Koch Industries has given $16,199,607 to 2,805 different filers spanning 23 years. koch Industries is an ALEC corporate member. David and Charles Koch of Koch Industries founded Americans for Prosperity in 2004. Per the 2016 IRS 990 filing of American for Prosperity Foundation, it shows David Koch as the Chairman of the Foundation. From 2010 to present, Koch Industries has donated $2,095,227 to Americans for Prosperity.
Monsanto has given $30,690,968 to 3,417 different filers, in 35 states, spanning 27 years. Monsanto is an ALEC corporate member.
McDonalds Operators has given $8,283,446 to 2,852 different filers, in 50 states, spanning 24 years. That averages about $2,904 for each filer. McDonalds Operators is an ALEC corporate member.
Nucor Corp has given $3,700,375 to 1,091 different filers, in 15 states, spanning 18 years. Nucor is an ALEC corporate member.
Arkansas Rep. Payton, John (ALEC) has given $11,003 to 17 different filers spanning 7 years. If you look at the campaign donations Rep. Payton is receiving, you should be able to see that he is heavily supported by ALEC. Some of his ALEC corporate contributors are: Exxon Mobil, Arkansas State Farm, Koch Industries, Southwestern Energy Co., Wal-Mart, Altria, CVS Caremark, AT&T, Unitedhealth Group, American Electric Power / AEP, General Motors, Nucor Corp, and Blue Cross Blue Shield of Arkansas. There are many more, but this should give you a good idea how involved Rep. Payton is with ALEC.

Rural Arkansas Telecommunications Association has given $398,950 to 328 different filers spanning 12 years.
Reynolds American has given $120,983,682 to 7,285 different filers spanning 29 years. That averages about $16,607 for each filer. Reynolds American is an ALEC corporate member.
United Health Group has given $14,711,421 to 3,575 different filers, spanning 25 years. United Health Group is an ALEC corporate member.
Verizon Communications has given $35,702,2 00 to 6,688 different filers spanning 21 years. That averages about $5,340 for each filer. Verizon Communications is an ALEC corporate member.
*Wal-Mart* has given $38,442,619 to 5,680 different filers, in 50 different states plus DC, spanning 25 years. $17.8 million went to Republicans, and the other $20.5 million went to Democratic and Not Designated. That averages about $6,770 for each filer. Wal-Mart is an ALEC corporate member and provides money to both the Left and Right political parties.
Waste Management has given $11,868,619 to 5,326 different filers, in 37 states, spanning 28 years. Waste Management is an ALEC corporate member.

That was a LONG list of businesses and entities which donated to different campaigns, but let’s remember that people donate, too… and these people want certain legislators to vote certain ways. You’ll recall some of these individuals’ names from our previous articles.

Michael S Morton is in the Hospital and Nursing Home business and has given $754,736 to 205 different filers spanning 20 years. Records show that Morton owns 63 nursing homes in Arkansas and Oklahoma.

Another key player is David Norsworthy, a business associate of Michael Morton who is also in the Hospital and Nursing Home business, and he has given $37,870 to 14 different filers spanning 6 years. Wardlaw was a partner with Norsworthy in the past. Norsworthy was appointed by Arkansas Governor Asa Hutchinson (ALEC) to a term on the state commission that decides on nursing home permits. Norsworthy is still under investigation, as far as we can find out, for the $80,000 he gave to the convicted criminal, former Senator Jake Files.

Here’s an Arkansas Online article about State Rep. Jeff Wardlaw, House Co-Chair for the powerful Arkansas Legislative Council (ALEC) revealing work ties to nursing home owner Michael Morton

State Rep. Jeff Wardlaw, R-Hermitage, told the Arkansas Democrat-Gazette that he sold his one-third share of a “durable medical equipment” company he co-founded to Morton last month. Morton acquired 100 percent of the company, Mallard Medical Supply, and has retained Wardlaw as a managing employee, Wardlaw said.

Wardlaw revealed the transaction in an interview as the newspaper was preparing an investigative article about his ties to one of Morton’s business associates, David Norsworthy. Wardlaw and Norsworthy had been partners in the medical supply company, a fact previously unreported.

The deal with Morton and Wardlaw’s co-ownership of Mallard Medical Supply are significant because the legislator has played a key role in overseeing laws and rules for the nursing home industry since 2017.

Wardlaw’s business relationship with Norsworthy, and now Morton, also raise conflict-of-interest questions at a time when legislative leaders have called for stricter ethics and disclosure rules. Federal investigations into corruption at the Capitol have resulted in the indictments or convictions of several former lawmakers since early 2017.

Anyone can see that Wardlaw was making money off a business dependent on state money. After he sold his company to Morton, Wardlaw remains as an employee of Michael Morton. Looks like Wardlaw has had silent partners for years in his medical supply business. Wardlaw knows how to deal with Medicaid money!

Also, remember the part that Wardlaw played in holding the University of Arkansas’ budget hostage to help a colleague disgruntled about the candidate chosen for a U of A job position… So, here’s where we are, folks: Michael Morton now has his experienced employee at the Capitol, serving on committees, appropriating money and making laws! What a score! It doesn’t get much better than that!

Michael Morton is one wheeler-dealer and has no favorites when it comes to political parties. In the past, Morton has funded both parties and has also given money to MoveOn.org (a liberal democratic group funded by George Soros).

How many other lawmakers are on payrolls or expense-reimbursement ledgers of private companies that depend on state money or benign legislative regulation?

Lawmakers learn how to trade legislation of value to special interests for their campaign contributions from Political Action Committee (PAC) money that helps to return seasoned incumbents to office.

Below are three tables showing the amount of money that Nursing Home Owner Michael Morton has donated to Arkansas politicians between 2011 to 2018. The people listed below still hold policial office in the state of Arkansas. There are many other people involved, but they are not listed because they are no longer in office.

The politicians bolded below in the four charts all supported SJR3, the call for a daunting Federal Convention. Most of the groups pushing the convention issue are being underwritten by one or more institutions tied to billionaire industrialists Charles and David Koch. Koch Industries are the second-largest private company in the USA with subsidiary businesses that operate worldwide. The Georgia-Pacific Crossett Facility in Arkansas is affiliated with Koch Industries.

Convention supporter, Americans For Prosperity, in which the Kochs have funneled millions, is one of the Kochs main political arms, and the damage done by voting to pass favorable Koch legislation has finally taken a toll on our devastated state! Their new Super PAC is AFP Action! Super PACs bring in an overwhelming quantity of outside funding, known as dark money! A well-funded, highly coordinated, and synchronized national effort is now underway to call a threatening constitutional convention, under Article V of the U.S. Constitution, for the first time in history.

Between 2010 and 2018, Koch Industries, an ALEC member, has made 144 contributions totaling $84,600 to the Arkansas Representatives. Between 2010 and 2018, Koch Industries have made 53 contributions totaling $59,750 to the Arkansas Senators.

The Nursing Home industry supports tort control, and it appears from the large amount of money being dumped into the politicians war chest they expect some favors. This is a bribe, and lawmakers need to go to jail.

AP News article: Former Arkansas lawmaker charged in scheme to bribe judge

LITTLE ROCK, Ark. (AP) — A former Arkansas lawmaker has been charged with conspiracy in an alleged bribery scheme with an ex-judge who admitted to lowering a jury’s award in a negligence lawsuit in exchange for campaign contributions.

A federal indictment unsealed Friday shows former state Sen. Gilbert Baker was also charged with bribery and wire fraud in connection to the scheme involving former Judge Michael Maggio. Maggio admitted in 2015 to accepting campaign donations from a nursing home company owner, then reducing a judgment against that company from $5.2 million to $1 million. (Note both Sen Gilbert Baker and Judge Maggio received money from Nursing Home owner Michael Morton).

The Question of the Year is: Why has Michael S. Morton not been indicted, along with all the politicians he attempted to bribe using his big campaign donations?

Like other States, Big Pharma, Major Corporations, the American Legislative Exchange Council (ALEC), lobbyists, etc, have bought and paid for the legislators to promote and pass legislation that supports the agenda of these aforementioned groups.

Several Arkansas Legislator Committee Chairpersons have been donating large sums of money to other legislator campaign funds, and some of these legislators are members of the committee in which the Chair oversees.

Some legislators have set up multiple entities to cover up their donations.

Jon Woods was found guilty in a kickback scheme in exchange for directing state money to a Christian college in Springdale — Ecclesia College — and to a nonprofit under the umbrella of Preferred Family Healthcare, via convicted criminal lobbyist Rusty Cranford, a major provider of Medicaid-funded services in the state. All facilities under Preferred Family Healthcare have now been shut down!

Here are some good excerpts from an Arkansas Times article dated May 3, 2018:

None of the other legislators recruited for the GIF grab have been charged with a crime, but the efforts of Woods and Neal were quite successful. Between 2013 and March of 2015, the following lawmakers sent GIF money to Ecclesia: Sen. Bart Hester (R-Cave Springs) sent $60,000, Sen. Cecile Bledsoe (R-Rogers) $60,000, former state Rep. Randy ander (R-Rogers) $26,500, Rep. Stephen Meeks (R-Greenbrier) sent $25,000, Rep. Charlie Collins (R-Fayetteville) sent $14,000, Rep. Jim Dotson (R-Bentonville) sent $13,500, Rep. Bob Ballinger sent (R-Hindsville) $8,500, and Rep. Debra Hobbs (R-Rogers) sent $10,000.

An additional $100,000 in GIF grants to the college was pushed through by former Senate President Pro Tem Michael Lamoureux (ALEC) (R-Russellville), according to testimony heard by jurors, despite the fact that the grant applications were faulty. Lamoureux, who was Governor Hutchinson’s chief of staff until May of 2016 and is now a lobbyist, has likewise not been charged with a crime.

Yet more GIF money was sent to the college by multiple former and current legislators later in 2015.

SB155 regarding nefarious GIF Funds was renamed: An Act to create the “Development and Enhancement Fund”, and SB155 became Act 82 this session. All 35 Sentaors voted Yea for the name change, and 93 out of 100 House members vote Yea for the name change.

Why do you think that the name of the GIF fund was changed to “Development and Enhancement Fund”? Is this to confuse the ongoing Federal investigation? Five former legislators and several lobbyists have been convicted, and one legislator is pending trial. More indictments may be forthcoming…

The Legislative Council was established by Act 264 of 1949 to collect data and information upon which legislative decisions will be made during regular session of the General Assembly. The Bureau of Legislative Research of the Legislative Council is a service agency within the legislative department of government. All members of the General Assembly have access to the Bureau of Legislative Research. The Legislative Council is the supervisory committee for the Bureau of Legislative Research, and the council coordinates the activities of the various interim committees and through the various committees provides legislative oversight of the executive branch of government. The council consists of 36 regular members – 20 House members and 16 Senators. In addition, there are 24 ex-officio voting members and 5 ex-officio non-voting members.(A.C.A. 10-3-301)

IN SUMMARY: A final note on suspiciously secret Super PACs and corporate engineering: Super PACs have NO limitations on who contributes or how much can be spent on influencing an election. Super PACs can raise as much money from corporations, unions, and associations as they wish and spend unlimited amounts on advocating for the election or defeat of the candidates of their choice.

A vast amount of money that flows into super PACs cannot be traced. This money is often referred to as dark money because individuals can hide their identities, and the money they give by contribution first to outside groups including nonprofit 501[c] groups or social welfare organizations that go on to spend tens of millions of dollars on political ads. They have found a way to launder the money very well because of loopholes in disclosure laws! No wonder the average person can’t get the attention of their own legislators. Now, wealthy corporations and unions have an unfair advantage in electing candidates to federal offices.

One example: Freedom Partners Action Fund, a Super PAC associated with Koch-backed nonprofit Freedom Partners, has raised over $14 million so far this last cycle, according to Open Secrets.

The PAC’s top donor has been Charles Koch himself, who gave $3 million to the PAC through his trust fund in 2017. The group has spent $3.1 million in total, with almost half of that amount going toward media placements in ads and survey research through Koch-backed data gathering firm i360.

ACTION ITEM: Call the members of the House State Agencies and Governmental Affairs committee, and ask them to VOTE YES on HJR1003 “RESCINDING ALL APPLICATIONS MADE BY THE GENERALASSEMBLY TO THE UNITED STATES CONGRESS TO CALL A CONVENTION UNDER UNITED STATES CONSTITUTION, ARTICLE V, FOR PROPOSING AMENDMENTS TO THE UNITED STATES CONSTITUTION” and amended to include the rescinding of SJR3 that was passed this session.
